Waupaca approves joining DNR Green Tier Legacy Communities program

City Administrator Aaron Jensen described the program's benefits, including additional point considerations on DNR grants, peer‑to‑peer learning and access to a designated DNR liaison. Jensen said the discussion began with local residents and a conversation about whether the city or local businesses could produce or sell carbon credits locally.
"The benefits are that we get additional point considerations on any DNR grants that we apply for," Jensen said, adding that the city would participate in quarterly meetings and submit an initial report plus an annual report. He said there is no upfront cost for membership and communities can withdraw if participation becomes burdensome.
Councilmember Colin Dykstra moved to approve Resolution Number 15 71; Demetri Martin seconded. The motion passed on a roll‑call vote with nine ayes.
Staff said the city might use Green Tier participation to support initiatives such as tree planting to protect municipal wells and to explore locally generated carbon credits that interested local businesses have asked about. Officials noted reporting commitments but described them as manageable based on feedback from other participating municipalities.
