The Waupaca Common Council voted to contract with the East Central Wisconsin Regional Planning Commission to update the city’s Comprehensive Outdoor Recreation Plan (CORP), approving $14,237.98 to pay for the five‑year plan.
Laura Colbert, the city’s Parks and Recreation Director, told the council that keeping the CORP current is important to maintain eligibility for grants and to guide parks master‑plan decisions. She said leftover funds from the 2024 Brainerd’s Bridge project — which benefited from $19,000 in grants — can cover most of the cost. "The recommendation is to approve the CORP contract, and they're requesting $14,237.98 with ECWRPC and to pay for this using the unused capital funds from the '24 Brainerd's Bridge project," Colbert said.
Councilmember Paul Hagen moved to approve the contract, and Eric Olsen seconded. The motion passed on a roll-call vote with nine ayes.
Colbert said the CORP is a five‑year plan that helps the city qualify for state grants and guides park decisions. The council recorded no substantive opposition during the discussion; the funds to pay the contract are available from a specific 2024 capital account rather than the general fund.
The contract continues an ongoing planning cycle and preserves the city’s ability to apply for grant programs that consider an active CORP as part of grant scoring.
