Commission approves supplemental transit budget, creates new capital outlay category

Morrow County commissioners voted to adopt a supplemental budget for the county's public transit fund, approving Resolution R-2025-01 to transfer contingency funds into materials and services and to create a new capital outlay appropriation.

The action, taken after a staff presentation and a public hearing with no speakers, authorizes purchases of equipment and technology intended to support transit operations. Finance staff said state/local budget law required a full supplemental budget public hearing because the request creates a new appropriation category that had not been budgeted earlier in the fiscal year.

Finance Director Kevin Ince explained the transfer will come from operating contingency and detailed that the items will include equipment and an app platform to support operations; transit operations staff were available in the meeting for technical questions. The commissioners opened a public hearing, received no testimony, and then moved and seconded the resolution.

Commissioners voted in favor and the motion carried; the resolution number was confirmed as R-2025-01.

The resolution authorizes staff to complete the supplemental appropriations process under local budget rules and spend the newly appropriated funds in the transit fund's materials/services and capital outlay accounts. No dissent or recorded roll-call vote was read into the record during the meeting.

County staff said the requested capital category will allow purchases that accelerate implementation of previously discussed transit technology and equipment upgrades. The county will provide details as individual purchases move forward.
