Board approves claims, contracts and bridge postings; several routine resolutions pass

Black Hawk County supervisors approved a slate of routine resolutions, contract awards and payments at their Feb. 11 meeting, including payments recommended by the county auditor and engineering contracts for road and bridge work.
Auditor and claims: The board approved resolution to authorize payment of claims and expenditures; the auditor reported total bill payments of $660,078.90, including a $128,201 payment for a snow plow and an unusual arbitrage payment to the Internal Revenue Service related to bond interest testing. The board approved the resolution by roll call.
Contracts and construction: The board approved a contract with Webber Urethane Insulation Inc. for insulation replacement at the La Porte City shop (total $28,500) to address moisture damage. The board also awarded a crack-filling contract to Denco Highway Construction Corporation for project FMC007175-55-07 (bid $173,361.50; engineer's estimate $203,952). County engineers explained the crack-filling work is part of annual pavement maintenance and that a bridge-replacement project is scheduled for 2028.
Bridges and materials: The board updated a bridge posting for Structure 074980 (Spring Creek) to a 21-ton limit and authorized advertising for a public hearing and bid opening on Feb. 25, 2025, to procure steel for Bridge L3028 (Hoth Road). Engineering staff said the Spring Creek bridge is in the five-year plan with replacement anticipated in 2028; typical construction would be completed in a single construction season, depending on size and conditions.
Personnel and other items: The board approved a personnel requisition to fill an IRBM technician 1 vacancy in the county engineer’s office. Minutes from the Jan. 28 meeting were approved by motion and roll call. The board certified the results of the Jan. 28 special election by resolution (canvas).
Tabled items: The proposal to add an education and outreach coordinator to the county group health plan (COBRA-rate premium pass-through) for the Solid Waste Commission was discussed at length and put on hold pending additional information on administrative fees and the potential impact of claims to the county’s self-insurance stop-loss exposure.
Ending: Supervisors said staff would return with requested details where needed and that several routine procurement and personnel items would proceed as approved.
