Kingsburg council approves $33,000 parks and recreation master plan with Fresno State

Community Services Director Adam Casaneda told the council the plan will assess community needs, prioritize funding, establish strategic goals for equitable access and safety, and rely heavily on community outreach. Casaneda said Fresno State will perform the work under the direction of Dr. Sam Langford, a professor with experience in parks and recreation planning, and that the Community Services Commission had reviewed the proposal.
The staff report and attached proposal cover scope, timeline and budget; staff said project completion is scheduled for Nov. 2, 2025. Casaneda described outreach methods including in‑person workshops, surveys and targeted outreach to user groups (youth sports leagues, service clubs, schools) and a steering subcommittee led by the Community Services Commission.
Council approved a motion to authorize the city manager to execute the agreement, subject to city attorney review. The transcript records a motion, a second, and the chair’s announcement that the motion carried.
Why it matters: The master plan will guide parks investment and programming for the coming decade; the current plan on file dates to 2002, per staff. The $33,000 budget was included in the city’s CIP and staff said some ARPA funds were previously designated for CIP projects.
