Committee and providers reach agreement on PRTF reimbursement changes; amendment adopted and re‑referred

Senate Bill 2399, addressing psychiatric residential treatment facility (PRTF) reimbursement, was amended by collaborative agreement between the department and providers and the amended measure received unanimous committee approval.
Sarah Acre, executive director of the Division of Medical Services, said Department of Health and Human Services staff met with PRTF providers after the prior hearing and agreed on language to amend reimbursement rules. The amendment requires the department to amend PRTF reimbursement rules to include applicable costs related to clinical supervisors and medical directors, family engagement in care, therapeutic leave days and to review the administrative cost cap. The amendment also requires a report to Legislative Management on medical assistance reimbursement changes and progress toward value‑based care.
Senators asked the department to request an updated fiscal note reflecting the rule and reimbursement changes; Acre said the department expected federal funds to cover part of the change and would work to provide an updated split and amount. The committee voted to adopt the collaborative amendment and moved the amended bill on a do‑pass and re‑refer to appropriations recommendation.
Committee members praised the consensus approach and noted that working with affected providers in drafting the amendment reduced downstream implementation problems. On recorded roll call, the committee approved the amendment and the do‑pass recommendation by a 6‑0 vote (Senator Lee: aye; Senator Weston: aye; Senator Rohrs: aye; Senator Hogan: aye; Senator Van Osteen: aye; Senator Clemens: aye). The committee requested a new fiscal note to reflect the changes for appropriations consideration.
