Davie council approves 50% town hall design, schedules public groundbreaking

Town officials and the project's design team said the current iteration keeps the building massing from earlier plans while adding a ‘western’ portico and shutters to moderate sun on east- and west-facing facades. Nathan Coker of Kaufman Lynn described permitting as “going really, really well,” and Jill Lanigan of Song and Associates walked the council through the 50% site and exterior design, emphasizing a raised civic entry, a north-facing public green space and a “History Pavilion” (proposed to be labeled “Cowboy Town”).
The design team said the ground-floor layout will include a through-lobby with a one-stop customer service area, council chambers, building and community services; upper floors will house engineering, planning, finance, human resources and town administration. Lanigan identified multipurpose flexible spaces and passive security features such as low walls that also provide seating and protection from potential vehicular threat. The presentation included a project timeline: a 60% deliverable due Feb. 23, a 90% deliverable in May, and a target for permit issuance and start of construction in August with possible early site work in April.
Council members asked practical questions about council entry, elevator access and parking; Lanigan said there are options for a separate council entrance and nearby parking with elevator access to upper floors. Council then made and seconded a motion to approve the 50% design as presented; the motion passed unanimously.
Separately, Intergovernmental Affairs Manager Leona Henry said the town will hold a public groundbreaking for the new Town Hall on Feb. 20 at 2 p.m. at the site formerly identified as Building B. The event will be open to the public and include remarks by the mayor, council members and consultants followed by a ceremonial groundbreaking.
Consultants and staff clarified security limits: interior floor plans and detailed interior security design will not be shared in this public setting for security reasons. The council did not change the submitted site design during the meeting and directed staff to proceed based on the approved 50% drawings.
