Board members and staff discussed the district’s practice of placing and serving students in out-of-district programs, naming Spring Grove, Franklin Learning Center and Gregory Center as sites where Littlestown students attend and receive services.
A speaker asked whether the district limits placements to Adams County, and staff replied that the district has placed students as far as Fulton County and continues arrangements with named centers. Staff noted the district expanded services during the COVID period by using “asset money” (pandemic-era funds) to add supports that other districts may not offer and that some of those services remain in use.
Staff also said the district employs or contracts behavior specialists to support multiple classrooms and that teachers need that specialist support because classroom teachers cannot sustain that work alone. No formal policy change or vote occurred on the placements during the meeting.
Board members asked clarifying questions about program availability and whether other districts advertise similar in-house positions; staff said other districts sometimes work through external programs rather than employ in-house staff.
