Council expects to contract with Davis County for 2025 elections; city staff outlines per‑voter printing estimate

Layton City staff told the council on Feb. 6 they will move forward with a proposed contract for Davis County to administer Layton’s 2025 elections, as the city has done in past cycles.
Staff member Kim (election administrator) said the county estimated $1.37 per registered voter (per ballot) based on the city’s 2023 registered‑voter counts and that actual costs could rise depending on the county’s contract for ballot printing and the higher number of registered voters after a presidential election. Staff noted the county was in a bid process for ballot printing and that final unit costs will depend on the county’s contract results.
The council discussed whether the ballot question for the city’s ramp (a local measure) will appear on the general election; staff confirmed it will be placed on the general election ballot. Council members agreed that recent legislative changes have increased the administrative, auditing and reporting burden on municipalities and said smaller cities commonly rely on county administration of elections to satisfy legal and audit requirements.
No action beyond authorization to submit the county contract paperwork was taken at the Feb. 6 meeting; staff said they would return executed documents and final cost figures after the county completes its bid for ballot printing.
