Council approves multiple appropriations, advances TIF and community-authority measures; civic-plus request fails

London City Council on Feb. 5 handled a bundle of budget and administrative measures, moved multiple development-related ordinances toward public hearings and rejected a requested software purchase for the clerk's office.

Major outcomes

- Council voted not to purchase the CivicPlus solution requested in Resolution 101-25; that motion failed on a recorded roll call. The clerk reported an alternative lower-cost approach involving Adobe subscriptions and improved Zoom setup.

- The council approved a sidewalk-assessment contract with StreetScan (Resolution 102-25) to inventory and grade sidewalks citywide; the consultant cost discussed at the meeting was approximately $50,000. Council also discussed an MORPC-funded intern (cost to the city reported as $675 plus incidental costs) who will assist with GIS work if available.
