The Johnson City Schools Board of Education voted to approve an interim superintendent contract for Dr. Wallace and accepted a vacancy announcement and selection criteria for the permanent superintendent search after reviewing an interim TSBA report based on 941 completed surveys.
Paula Treece, chair of the superintendent-search committee, summarized committee work on the contract. Board members debated salary and term language; one board member proposed increasing the interim salary to the prior contract level but that motion failed for lack of a second. The board approved an amendment to correct contract wording and dates, then approved the contract by roll call. The roll call recorded all board members present voting yes.
TSBA consultant Tammy Grissom presented a summary of the community survey and the draft vacancy brochure, saying the interim report included “the responses of the 941 completed online surveys.” Grissom read the top-ranked candidate characteristics derived from the survey and the ranking exercise. The draft selection criteria included listening skills, communication, ability to lead change, fairness and impartial judgment, ability to unify diverse groups, experience developing vision and long-range goals, classroom instructional experience, and budget experience.
Board members discussed edits before finalizing the vacancy notice: they asked that the start date be flexible to avoid forcing a candidate who is currently employed elsewhere to depart mid-school year (suggesting language such as “on or before July 1” or “as negotiated”), and added an explicit selection criterion that the candidate be “student focused.” The board approved the vacancy brochure, with the updated deadline set for Feb. 24 and staff instructed to publish the announcement the next morning.
TSBA will present top candidates at the March board meeting and the district will schedule interviews the week of March 10. The board voted on the vacancy brochure by roll call; the recorded votes in the transcript show unanimous approval.
