Discussion information items may be added as the chairman or a quorum of the board members see fit.”
Board members debated the proposal’s legal and practical effects. One trustee observed that, under state law and parliamentary procedure, an agenda may be amended at the start of a meeting if a majority votes to do so; another urged the board to use the governance manual as a best‑practice guide and consider the change for later formal action after wider board input. The chair suggested tabling further action and bringing the item back when absent trustees could participate; board members agreed to continue discussion at a future meeting.
