Crest Hill council approves CDBG agreement, traffic-signal IGA, stop-sign policy and waterworks revenue bonds

The Crest Hill City Council approved a package of public-works and finance items during its Feb. 3 meeting, voting to accept federal block grant funds, adopt a signage policy, authorize bond issuance for water and sewer projects and approve intergovernmental agreements to maintain traffic signals.
City Engineer Ron Weideman presented the items and said they include a Community Development Block Grant (CDBG) agreement for Oakland Avenue water main and roadway rehabilitation between Pasadena and Ludwig in an amount of $347,391.60; a resolution adopting a policy and process for requests to install stop and yield signs in the city; authorization for the issuance of waterworks and sewerage revenue bonds not to exceed $4,400,000; and an intergovernmental agreement for maintenance and energy costs of traffic signals at Weber Road and Randitch Road.
Wiedeman told the council that several Illinois Department of Transportation (IDOT) closeout resolutions were needed to finalize Illinois Rebuild funds the city received. The council approved four resolutions to close out projects and confirm spending of previously received funds: a $1,373,240 project under the Illinois Highway Code; a $49,852 project; a $118,727.72 project; and a $4,106.53 project. Those motions were presented as separate roll-call resolutions required by IDOT to finalize grant/contract records.
All items were moved and seconded and approved by roll call; motions carried with council assent as recorded in the meeting minutes. The ordinance authorizing the bonds was recorded as Ordinance 2,012 in the meeting packet; the CDBG agreement and several resolutions were recorded in the packet as Resolutions 1281–1287 (transcript references resolution numbers 1281, 1282, 1283, 1284–1287 in roll-call announcements).
Wiedeman said the screening and documentation required by IDOT and the CDBG program were complete and that these votes primarily finalize accounting and eligibility matters so the city can close the jobs out and move forward with construction and maintenance obligations.
