McLeod County awards $5.63 million contract for CSAH 1 concrete overlay

McLeod County on Tuesday approved awarding state aid project 043601013 — the County State Aid Highway 1 concrete overlay — to Crowell Inc. of New Hampton, Iowa, for $5,634,702.98, pending concurrence from the city of Winstead.
The bid award covers work on CSAH 1 from Lester Prairie through Winstead to the north county line, including a bituminous overlay in urban sections and related city utility work in Winstead. Public Works staff said five bids were received, ranging from about $5.88 million to $6.95 million; the engineer’s estimate was $6.92 million.
Public Works Director Andrew presented the bid results and told the board the city of Winstead will contribute for water‑main and fire‑hydrant repairs that are being coordinated with the county overlay. Commissioner Schmalz moved to approve the award; Commissioner Wright seconded. The motion passed by voice vote.
Andrew said the contract specifications prohibit starting construction until after the Windstocker event and require project completion by August. He also said the county has not yet received a detailed contractor schedule but that a start date will be coordinated with the county and the city once the bid is approved.
Commissioners who spoke during review of the motion noted the project is part of the county’s multi‑year plan and that Crowell is an existing contractor in the region with prior work in McLeod County. A board member thanked county staff for the multi‑year planning and for preparing the county’s bid packages.
The board recorded the award as contingent on Winstead’s concurrence; staff will return with formal documentation of that concurrence before awarding the contract contract to Crowell Inc.
