The Executive Committee of the Legislative Council on Jan. 31 moved to direct nonpartisan agency directors, the secretary of the Senate and the chief clerk of the House to include a placeholder for employee salary increases in their agency budgets consistent with recommendations the Joint Budget Committee (JBC) staff made on Jan. 24, 2025.
Craig Harper of JBC staff summarized the recommendation the JBC staff provided to the Joint Budget Committee: a salary survey increase of 2.5–2.6 percent (presented as 2.6% across-the-board or 2.5% salary survey plus 0.6% staff life increase) and an unresolved question about whether the state should absorb the full premium increase for health, life and dental insurance next year. Harper said his summary reflected what the JBC staff had recommended and that the JBC itself had not yet taken final action.
Madam Cootspanen moved the budget placeholder motion with the understanding that the executive committee would revisit the item after the Joint Budget Committee acts. The committee called the roll and the motion passed unanimously. The committee did not finalize any actual salary adjustments or insurance premium policy at this meeting; it only authorized placeholders for budgeting purposes.
