Votes at a glance: Crook County work session actions on FAA grant, COIC appointment and labor‑negotiation delegation

The Crook County Board of Commissioners recorded three formal actions at the Jan. 29 work session. The board approved signing an FAA grant offer that staff said is needed to proceed with a previously announced airport contract award; appointed Tim DeBooth to represent Crook County on the Central Oregon Intergovernmental Council (COIC) board for agriculture; and, after an executive session on labor negotiations, moved to delegate authority to the county’s designated representative to continue negotiations.

FAA grant and airport contract: County staff presented an FAA grant offer dated Jan. 24, 2025, linked to an airport project and said the county must accept the grant to preserve a contractor’s bid price and to allow the contract award to 2KG Contractors to be finalized. A motion was made and seconded to sign the FAA grant offer (to be signed by Commissioner Barney and another commissioner out of court); commissioners voted in favor. Staff said the FAA grant must be signed promptly because the contractor’s bid guarantee expires Feb. 5 and that the county can sign the 2KG contract after FAA acceptance.

COIC appointment: The board voted to appoint Tim DeBooth to the COIC board as the county’s representative for agriculture. DeBooth identified himself as representing the timber and agricultural industries and affirmed that he is willing to serve. The motion was made, seconded and approved.

Executive session delegation (labor negotiations): After meeting in executive session under ORS 192.660(2)(b) for labor negotiations, the board returned to open session and voted to delegate authority to the county representative as discussed in the executive session. The motion was made, seconded and approved.

All three actions were recorded as approved during the work session; formal signatures and any out‑of‑court acceptance steps were to follow staff procedures described during the meeting.
