Senate passes slate of supplemental appropriations and confirms recommended appointments on consent calendar

The Colorado Senate on Feb. 6 approved a large consent calendar of bills on third reading, including numerous supplemental appropriations across state departments and committee-recommended appointments to university and community college boards.
Clerk read a lengthy list of bills placed on the consent calendar; among them were Senate Bills 89–100 and 101–115, covering supplemental appropriations for departments including Corrections, Early Childhood, Education, Governor's Office, Higher Education, Human Services, Judicial, Labor and Employment, Law, Legislature, Local Affairs, Military and Veterans Affairs, Natural Resources, Public Health and Environment, Regulatory Agencies, Revenue, State, Transportation, Treasury, and capital construction and IT funding. The Committee on Education also recommended appointments to boards of trustees at Western Colorado University and to the State Board for Community Colleges and Occupational Education be placed on the consent calendar for confirmation.
Most consent-calendar bills passed with unanimous or near-unanimous tallies recorded by the clerk. Examples of recorded outcomes: Senate Bill 89 passed 31-0 (with four excused); Senate Bill 90 passed 27-4; Senate Bill 91 passed 31-0; Senate Bill 92 passed 31-0; Senate Bill 94 passed 31-0; Senate Bill 95 passed 26-5; Senate Bills 96–99 and 100 each passed 31-0; Senate Bills 101 and 102 passed 31-0; Senate Bill 104 passed 24-7; Senate Bills 106–115 recorded passage typically 31-0 by the clerk's tally, with four excused in several instances.
Senate Bill 16, updating the framework governing escrow disbursements for real estate transactions, was read and passed on third reading with a recorded vote of 31-0. Senate Bill 88, a supplemental appropriation to the Department of Agriculture, also passed 31-0. Committee reports that recommended appointments were placed on the consent calendar and recommended for confirmation; the clerk reported the Committee of the Whole report was adopted 31-0 and the laid-over bills retained their calendar placement.
Where senators asked to be recorded as no votes, the clerk entered those requests on the record during the roll calls; the transcript records named senators asking to be recorded as no votes on particular bills (for example, multiple senators requested to be recorded as no votes on SB90, SB95 and SB104 during the consent roll calls). The consent calendar procedure grouped many separate appropriations for expedited final passage; where specific votes were nonunanimous, the clerk recorded the roll-call tallies.
