Council moves $100,000 Sevens Ponds watershed management plan to deliberative session; state loan expected to cover cost

The Bedford Town Council voted Jan. 22 to put before voters a warrant article asking authorization for up to $100,000 in bonding or notes to complete a watershed management plan for Sevens Pond. Town staff said the Clean Water State Revolving Fund would provide the financing with principal forgiveness such that there should be no tax impact to residents.
Town Manager Rick Sawyer explained state program rules require the town to place the project on the warrant and receive a three‑fifths approval even when the loan carries principal forgiveness. Sawyer said repayment terms could include minimal interest but staff expected existing funds would cover any small interest obligations. The council voted to move the article to the deliberative session and then recorded a unanimous recommendation in favor of the article.
No public comment was offered at the hearing. If the article is approved by voters and the state program terms are as described, the funding will support completion of a watershed plan intended to guide water‑quality and management work at Sevens Pond.
