George said that over the previous two weeks the South Coast Air Quality Management District (AQMD) had received approximately 17 odor complaints, with a single-day high of five complaints on Jan. 29. He reported that on Jan. 23 a power outage impacted some equipment in the truck loadout and sludge area, and that AQMD issued a notice of violation on Jan. 23 for a failure to notify the district in a timely manner about that outage.
George also said bulkheads were installed on Jan. 28 at primary battery C in preparation for an inlet gate replacement. The city’s staff presentation noted prior and ongoing operational work; council did not take action at the meeting beyond receiving the update.
