Delegate David Stein, sponsor of House Bill 131, told the House Environment and Transportation Committee that the bill would make three changes to the Septic System Account of the Bay Restoration Fund (BRF): expand priority funding beyond the Chesapeake critical area to 8‑digit watersheds with a “total nitrogen effectiveness score of 9.24 or higher,” make moderate‑income homeowners eligible for repair or replacement with best‑available technology, and replace a static eligibility date with a rolling cutoff so systems installed at least 15 years before July 1 of the application year would qualify.
