Mill Creek Coalition reports higher cost estimate; Corps design expected to finish this year

Council members reported updates from the Mill Creek Coalition during the Jan. 22 meeting: the Army Corps of Engineers’ design estimate for planned channel and levee improvements has risen to about $14–15 million. Council Member (reporting) said partners include Walla Walla County (as the local sponsor), the Port of Walla Walla, the city, the Downtown Foundation and private contributors; the split is 65% federal share and 35% local sponsor share, of which the city’s portion is 20% of the local share.
Staff said the Corps hopes to complete design by the end of this calendar year and issue construction bidding in early 2026; depending on in-stream “fish window” restrictions, construction could occur in 2026 or extend into 2027. The county will lead required right-of-way acquisition and an amended interlocal agreement will be needed to adjust city and partner local contributions to reflect the higher Corps estimate.
Councilors said the city already contributed design funds through an interlocal agreement and staff will report back as updated cost-share implications are available.
