Public Works staff and plant contractor Jacobs described the headworks screens as continuous mechanical elements that remove trash and debris from incoming wastewater. Staff said the units were installed in 2017, have an expected major-maintenance cycle of about five years and suffered accelerated wear after extreme freezing weather in January 2024. Jacobs tented the area to limit further freeze damage, and staff recommended a sole-source repair and parts purchase from Huber because the equipment is proprietary and requires manufacturer expertise for replacement and training.
Council Member Moss moved approval of the resolution. Staff estimated the cost at up to $100,000 to replace parts and to have Huber train plant operators; the motion passed unanimously.
