The Vancouver City Council on Jan. 27 approved minutes, routine consent items and a charitable gift in a series of motions during the meeting's consent agenda.
The council unanimously approved the minutes of Jan. 6 and Jan. 13 after brief motions. A consent motion to approve items 1, 2, 4, 5, 8 and 9 (as presented in the agenda packet) passed without substantive debate. Item 8 on the consent agenda was an ordinance amending the capital facilities plan and multiple code sections (VMC Title 20 and related sections); the council included it as part of the consent bundle and approved it for referral to second reading on the schedule described in the agenda.
Item 6, presented separately, was acceptance of a surprise estate gift of more than $312,000 from the Clement Joseph Epping estate. City staff said this was the first donation received from the estate on record and that the attorney's paperwork indicated the estate intended to split the gift between the Clark County Sheriff’s Office and Vancouver Police Department; staff asked council to accept the donation for the city’s police canine service. Councilors moved and seconded the item and approved acceptance.
All items presented on the consent agenda were approved as moved; the motions were carried by voice vote and recorded as passing in the meeting minutes.
