The attorney explained that Oregon conflict‑of‑interest rules require public officials to disclose and recuse themselves when an official action would confer a private financial benefit. She said councilors may not vote on compensation changes that impact themselves but could vote on changes that apply only to future officeholders or refer a compensation change to voters. The attorney also said councilors are free to donate their own stipends to charity as a personal choice.
