Planning staff and commissioners spent the bulk of the Oct. 16 Planning Commission meeting reviewing Area 6 and Area 8 maps in the Lexington Park Development District master plan, identifying a set of mapping errors and ownership misclassifications that staff said they will correct before a public readoption process.
"This is the last section of the Lexington Park Development District Master Plan, the review of the maps," said Bob Kelly, planning/GIS staff member, as the commission turned to the final map areas.
Staff described several categories of corrections: properties shown with split or conflicting land uses, parcels misidentified as public land when private (St. Mary's Properties LLC) or utility (SMECO) parcels actually own them, small residential lots shown as industrial along Miles Village Drive, and a parcel (1908112010 on staff materials) previously labeled public land that is owned by Community 1 Solutions LLC and functions as a daycare/office use.
On Area 6 staff noted a parcel (SDAT/parcels referenced in staff notes, example ID 190829) that was earlier mapped with dual land uses (industrial and residential low density); staff said prior Planning Commission direction had used property boundaries to define land‑use changes and that split land uses should now be corrected where appropriate.
In Area 8 commissioners flagged a swath near the Wildwood airport where parts of Miles Village Drive and adjacent lots appear on the live map as industrial, though commissioners noted houses have long been sited there and asked staff to verify historic zoning and the underlying plan layer. Staff said some parcels were previously colored as government/public lands in error and that their SDAT record shows private ownership; staff pledged to correct government/public land designations where the owner is a private LLC or utility and to verify METCOM/SMECO ownership boundaries.
Kelly said the GIS group (established April 13, 2017) and staff have been working through the master plan maps and would compile a master list of all corrections discovered in the review. The commission agreed that staff should return with the consolidated set of corrected maps and annotations so the commission can review them in a single, public meeting before a formal public hearing to readopt the maps. Commissioners and staff identified Nov. 13 as the likely meeting to review the compiled changes.
Staff said the land‑use corrections will be followed by a zoning review to ensure zoning designations match the updated land use, and that any mismatches will be brought to the county commissioners' attention where required.
No formal motions or votes were recorded on the map corrections at the Oct. 16 meeting; the commission directed staff to compile and return with a single set of corrected maps for a public, televised review and then proceed with the public hearing to readopt.
