Planning commission recommends commissioners adopt 2015 annual update to Comprehensive Water and Sewerage Plan

The St. Mary's County Planning Commission on Oct. 26 held a public hearing and voted to recommend that the Board of County Commissioners adopt the 2015 Comprehensive Water and Sewerage Plan (CWSP) review and report.

Planning staff and METCOM provided the annual CWSP update, which incorporates METCOM’s adopted water and sewer capital improvement budgets and an updated table of sewer pumping-station and expansion projects. Staff noted the update also includes a sewer item for St. Clement Shores plant expansion in the out years at an estimated $2.5 million, and that the METCOM capital program adopted by the County Commissioners in June is the basis for the current CWSP amendment.

Several commissioners requested clearer, larger-format exhibits and online links for packet materials. Commissioners discussed whether the recently approved $70,000 METCOM feasibility budget amendment for St. Clement Shores would appear in the CWSP; staff explained the CWSP incorporates METCOM's officially adopted capital budget and that smaller or subsequent METCOM budget amendments are handled administratively.

After the hearing, the commission moved to adopt a resolution recommending that the County Commissioners adopt the CWSP 2015 review and incorporate the revised tables (attachments 1–3) into the county plan. The motion passed on a voice vote with all commissioners present voting aye. Planning staff will transmit the commission’s resolution to the County Commissioners.
