Gig Harbor PD swears in new officer, promotes lieutenant; department reports rising traffic enforcement and three vacancies

The Gig Harbor Police Department presented two personnel items and a staffing update during the Jan. 13 council meeting.
Chief Busey administered the oath for Officer Joshua Holbrook, who joined the department in late December after prior roles with the Thurston County Sheriff’s Office and as a civilian employee with the state patrol. Holbrook was sworn to uphold the constitutions and laws of the United States, the state of Washington, Pierce County and the city of Gig Harbor.
The department also recognized the promotion of Trey Federici to lieutenant. Chief Busey said Federici has nine years with the department and has helped with accreditation and administrative duties; the promotion establishes a second lieutenant position in the department for the first time.
Chief Busey reported that traffic enforcement increased in 2024: officers conducted 2,244 traffic stops, about 600 more than the prior year. He said the department expects further expansion of that workload as it fills three remaining officer vacancies.
Mayor Mary Barber and council members congratulated Holbrook and Federici and thanked the department for its service. No policy action was taken during the presentation; the items were acknowledgments and personnel updates.
