Council President Tibbitt moved to approve the appointment and the corresponding contract; the motion was seconded and passed unanimously. Several council members praised Gould’s experience in municipal finance and in working with cities facing fiscal challenges. Gould addressed the council briefly, saying he enjoyed the interview process and looks forward to joining the city.
Staff indicated Gould has prior experience as a finance director and city administrator; no changes to the contract terms were discussed in the open meeting. The appointment is effective following council confirmation and completion of standard onboarding and background procedures.
