TIB grants funds curb-ramp and crosswalk work on Seventh Avenue; design slated for 2025

City staff told the Edmonds Parks & Public Works Committee on Jan. 21 that the Transportation Improvement Board (TIB) awarded a grant to fund curb-ramp upgrades and a mid-block pedestrian crossing on Seventh Avenue between Bell Street and State Route 524.
A staff presenter said the grant application, submitted in August, sought funding primarily for ADA-compliant pedestrian curb ramps at intersections along the proposed overlay and a mid-block crosswalk at Sprague adjacent to the park. The TIB portion was described as “just under $380,000,” and staff said the local match would be funded from the city’s street overlay program “about $104,005.80.”
Staff explained the mid-block crossing at Sprague would likely include a pedestrian island to shorten crossing distances and improve sight lines; the islands are similar to work completed on Admiral Way. The project schedule calls for design in 2025 and inclusion in the city’s overlay program for construction in 2026. Because the grant was awarded after the budget was finalized staff said they will submit a first-quarter budget amendment to program the grant revenue, the match, and related expenditures.
Committee members raised questions about ADA parking access, existing sidewalk conditions, traffic speeds and temporary safety measures prior to construction. Staff committed to interim safety steps and said temporary crosswalk flags would be placed “within the next couple weeks or by the spring” to increase pedestrian visibility before permanent work begins. Bertrand (transportation staff) and others also said they would investigate temporary signing or a speed feedback sign for interim traffic calming.
Staff confirmed the curb-ramp work will make pedestrian ramps at intersecting streets ADA compliant as part of the overlay and that the project will touch ramps at Sprague where needed. Committee members asked that sidewalk and other pedestrian deficiencies near the park be tracked for future work or grant opportunities; staff said those sidewalk repairs are not funded as part of this overlay grant and could be pursued separately.
Committee members agreed to place the TIB agreement authorization and design authorization on consent for council consideration.
Ending: Staff will forward the TIB grant agreement for council action and prepare a first-quarter budget amendment to record the award and the overlay match.
