Fife City Council votes at a glance: consent agenda, ordinance amendment, Milroy Bridge resolution and deputy mayor appointment

At its Jan. 14, 2025 meeting the Fife City Council took several formal actions. The council’s roll call votes and motion records are summarized below.
Consent agenda: The council approved the consent agenda, which included approval of payroll vouchers (Dec. 10 and Dec. 23, 2024) and claim vouchers, approval of meeting minutes and Resolution 2193 authorizing an RCO application for the Wapato Creek 20th Street culvert replacement project. Motion to approve the consent agenda passed unanimously.
Ordinance 2135 — city manager contracting authority (second reading and amendment): Council held second reading and adopted Ordinance No. 2135 to amend the city‑manager contracting authority. During deliberation the council amended Section 1.D to reinstate language that the city manager “will not obligate the city beyond one year except normal reporting and records retention requirements and completion of any purchase, project or services for which the funds were awarded.” The amended ordinance passed unanimously.
Resolution 2194 — Milroy Bridge supplement agreement with Pierce County: The council adopted Resolution No. 2194 authorizing a fourth supplement to the memorandum of agreement with Pierce County regarding maintenance and cleaning of Puyallup River Bridge No. 18204-A (Milroy Bridge). The county is undertaking bridge enclosure and cleaning to allow a thorough FHWA-required structural inspection; the city’s share is to be paid from the city’s Pierce County flood control zone district balance. Motion to adopt passed unanimously.
Deputy mayor election: Councilmember Sean Murphy was nominated and the council voted unanimously to elect Murphy deputy mayor for 2025.
Other procedural actions: Early in the meeting the council voted to allow Councilmember Dee Dee Gathers to preside over the meeting until Mayor Kim Roscoe arrived; that procedural motion carried. Mayor Roscoe also announced that Brian Yambe had been appointed to the Pierce County Council for District 5 and subsequently resigned his Fife council seat, creating a vacancy the council agreed to fill through an application/interview process in the coming weeks per state law.
