Committee recommends Village Board approve monopole construction to replace Babcock standpipe; one bid received

ASHWAUBENON, Wis. — The Public Works and Protection Committee on Feb. 4 recommended that the Village Board award the Babcock monopole construction contract, a project included in the 2025 capital improvement plan to replace the existing Babcock standpipe. The committee recorded a motion to recommend award to the apparent low bidder; the motion passed.
Ryan (staff/engineer) told the committee the project is intended to remove the existing water standpipe and install a monopole to which three cellular providers’ equipment will be relocated. "We plan to remove that facility. There is currently 3 existing cell phone towers or cell phone providers on that water tower that will need to be relocated to this monopole," he said, and staff had budgeted $200,000 for the work.
Committee members asked why only one contractor submitted a bid. Ryan said the solicitation was posted and that this was his first time managing a cell-phone-tower build; he could not explain why only one bidder responded. A committee member moved to recommend award of the monopole construction to the successful bidder for $118,849; the motion carried. Staff noted the monopole construction cost remains under the $200,000 budgeted amount.
The monopole project is tied to a separate standpipe removal contract; after providers relocate equipment to the monopole, the Village plans to remove the existing standpipe.
