Committee advances bill to allow digitized state IDs and mobile driver's licenses, permit fee up to $10

Senator Justin Boyd told the committee that the bill would amend a 2023 law to allow not only a mobile or digitized driver's license but also a digitized state ID card and to change the fee language so a fee of up to $10 may be collected rather than a required $10 charge.
"Nowhere does this create a mandate for anybody to have a mobile driver's license or a digitized driver's license," Senator Justin Boyd said, adding the bill "makes it a possibility in the state." He said the measure does not require citizens to adopt a digital ID but permits the option.
Alicia Austin Smith with the Department of Finance and Administration told the committee that employees and certain groups are already testing the digital ID card, but that the app release for the public was not scheduled to go live until February. She said the bill would allow the department to include both mobile driver's licenses and the digitized state ID when the system is publicly available.
Senator Mark Johnson asked whether any citizens had already taken advantage of a digital driver's license; Boyd said the state had not yet issued the product to the public. Committee members did not record public opposition.
The committee approved the bill on a motion by Senator Johnson, seconded by Senator Stone, by voice vote. The transcript does not include a roll‑call tally. The bill's amendment to fee language changes the statutory option from a single fixed fee to allowing collection of up to $10.
