Planning department updates: Arbor Heights construction, Harbour Place sales and State Hospital rezoning steps

Norristown planning staff on Tuesday updated council on multiple development projects, reported recent business-assistance grants and outlined next steps on the former State Hospital redevelopment.
Jane Messonnier, presenting for planning, described the Arbor Heights project (12.68 acres) and summarized its three phases: triplexes/duplexes/townhomes in the former sports field, garden-apartment buildings and clubhouse on the former high-school site, and single-family row houses on a third parcel. She said construction work on early phases is underway and provided sales updates for Harbour Place, which is roughly 30% sold (29 sales) with three families already moved in and additional settlements expected monthly.
Messonnier said the State Hospital redevelopment is progressing: staff and the developer have worked on rezoning language; the solicitor reviewed the agreement and the developer is expected to sign the agreement on Feb. 14. The planning office will seek council permission to advertise the rezoning ordinance when the language is finalized.
The planning report also listed businesses that received emergency job-retention assistance and ARPA/CDBG awards, including named local restaurants, fitness and service businesses. The historic-facade program (allocated $174,000 across CDBG and ARPA funds) has approved three grants and two property owners have met with the architect consultant. Messonnier said the Montgomery County Justice Center courtroom furniture is being built and that Trail Junction renovations are out to bid with mid-February bid due dates and construction expected to start in April 2025.
Council asked for additional updates in the regular quarterly report cycle; Messonnier said she will return with a longer update in May.
