The Board of Public Works recommended City Council approval of two intergovernmental yard waste site agreements at its Feb. 3 meeting: one with the Town of Muckwa (Muckwa) and one with the Town of Caledonia. The board reviewed compiled 2024 usage and cost data for the city's yard waste site before voting.
Public Works Director Robert Garski summarized 2024 activity: roughly 12,677 gate openings recorded at the yard waste site during 2024; approximately 74.83% of visits were from city residents, 23.46% from Muckwa, and 1.71% from Caledonia (Caledonia service began in July). Card and sticker issuance, revenue, gate-opener costs and estimated equipment/fuel/personnel costs were reviewed; Garski estimated 2025 revenue at roughly $6,000 and listed town payments for 2024 totaling $8,420.55.
The proposed terms discussed: - Town of Muckwa: continue the existing arrangement at $700 per month, retroactive to Jan. 1, with storm-response cost-sharing language (20% contribution for large storm costs). - Town of Caledonia: a two-year agreement with lower annual payment (staff proposed $2,400 per year based on usage data and to avoid extremely low figures under $200); Caledonia had paid $2,550 in the six months after program start.
