Director of Public Works Robert Garski summarized the scope: Mid State will have site access to crush and remove concrete and asphalt debris, keep all crushed material without reimbursement, and must comply with all laws and obtain any required permits. The company will separate and set aside items too large to crush (heavy rebar or metal) for the city to dispose of. The city agreed to provide limited labor or equipment to reduce oversized items if desired (for example, one operator with a breaker) but is not required to do so.
