County HR seeks exception to competition for CBIZ to conduct organizational and compensation review

Johnson County human-resources leadership on Feb. 6 presented a request for an exception to competition to enter an agreement with CBIZ Inc. for a comprehensive HR program and systems review, including organizational structure, operational efficiency, process optimization and compensation and classification work.
Kayla Holloway, director of human resources, said recent departures and vacancies in key HR positions made a prompt, structured review necessary to minimize operational disruption and support a compensation and classification review to run in parallel with the 2026 budget process. Holloway said CBIZ brings a breadth of expertise across these topics and that engaging a single, experienced vendor would allow an accelerated review. The request asks the board to authorize an agreement with CBIZ for up to $220,000 and the reallocation and expenditure of general fund balance reserves to cover the cost for FY2025.
Commissioners expressed support for revisiting HR structure and policies and asked for follow-up meetings to review metrics used to measure success and more detail about vendor selection and the asserted benefits of a single-vendor approach. No final action was recorded during the Feb. 6 presentation; staff will return with the item for formal action at the next meeting.
