The Planning and Zoning Commission on Jan. 28 confirmed the applicant for 116 South Avenue has met conditions imposed by a special permit issued in August 2024, approving an updated parking plan, landscape screening and mechanical equipment locations.
Attorney Michael Sweeney, representing the applicant (Silwell 15), told the commission the revised plan widens a section of the existing driveway to improve two‑way vehicle movements, identifies locations for HVAC compressors and includes landscaping measures requested by abutting neighbors. The applicant also showed a plan to keep three parking spaces at the driveway terminus as shared visitor parking governed by condominium documents.
On drainage, engineer LandTech confirmed the drainage system will accommodate the modest increase in impervious area associated with the widened parking terminus; the commission and town engineer reviewed the revised calculations. The applicant said generators are not currently proposed and would require a separate permit if the owner later sought them.
Motion and vote: Commissioner Chris moved approval (seconded); roll call was unanimous in favor.
Commissioners noted the applicant’s commitment to put maintenance obligations for screening and drainage into condominium documents. The commission approved the updated plans and requested the remaining technical engineering comments be resolved with the town engineer ahead of final permits.
