Council approves annual HUD CAPER reporting; staff to submit to HUD

Dylan Mayo, acting housing manager, presented the City of Clearwater’s Consolidated Annual Performance and Evaluation Report (CAPER) for fiscal year 2023–24 during the Feb. 6 council meeting and said the document reviews how the city used federal funds over the past year.
Mayo described the item as the second of two required public hearings; once the council approved the CAPER, staff will submit it to the U.S. Department of Housing and Urban Development. Mayo said the CAPER includes state and local data to provide a comprehensive summary of the prior year’s work.
Council had no public comment on the item and approved it unanimously.
Why it matters: The CAPER is the formal federal reporting document that records local use of HUD formula and entitlement funds, and HUD requires submission after public hearings.
