Supervisors authorize public hearing for major amendment to Thomas Jefferson solid waste plan to add planned Dominion landfill

The Fluvanna County Board of Supervisors voted 5-0 to authorize a public hearing, to be held locally on March 19, on a major amendment to the Thomas Jefferson Solid Waste Management Plan that would add Dominion Energy’s proposed industrial landfill for coal ash from the Bremo Power Station.
Isabella O’Brien, Planner II with the Thomas Jefferson Planning District Commission, told the board that Virginia localities must maintain solid waste management plans that document how they will meet required recycling rates and plan for landfill capacity. Dominion Energy submitted applications to Fluvanna County and the Virginia Department of Environmental Quality (DEQ) to construct a lined captive industrial landfill on its property to manage coal ash removed from the North Ash Pond at Bremo Power Station. The landfill proposal triggers a major amendment because it would add a new disposal facility to the planning unit’s plan.
O’Brien said the amendment adds information about the proposed landfill in the plan (packets attach pages referenced). Under state rules, the planning unit must hold public notice and a hearing in affected localities; after the hearing the planning unit will submit the amendment and a summary of public comments to DEQ. O’Brien noted that DEQ’s approval of the plan amendment is separate from DEQ’s permitting review of the landfill itself.
The board’s vote authorized staff to advertise the public hearing in the local newspaper and hold the hearing in Fluvanna County on March 19. The motion carried unanimously (5-0).
Board members asked for clarification whether the board was adopting the amendment or authorizing a hearing on the amendment; O’Brien and the chair clarified that this action authorizes a public hearing on a major amendment to an already-adopted plan—the five-year full adoption process is separate from mid-cycle major amendments.
