MPO staff outlines public engagement schedule to finalize Metropolitan Transportation Plan by June

MPO staff told the Technical Advisory Committee on Feb. 6 that the Mesilla Valley Metropolitan Transportation Plan (MTP) update must be adopted by June 30 to maintain federal compliance and eligibility for federal transportation funding.
Dominic Loy of MPO staff said the MTP is a long‑range plan establishing the MPO’s vision and eligibility for federal funds. The current plan (from 2020) requires updating; implementation slowed by inflation and other delays, staff said. Loy outlined the outreach and schedule: ongoing stakeholder meetings across jurisdictions now, a final round of public engagement in April with at least three meetings (northern Doña Ana County, Las Cruces, southern Doña Ana County), a BPAC recommendation expected in May, and policy board adoption targeted for June so the plan is effective before the July 1 compliance deadline.
Staff emphasized the plan’s role in coordinating land use and transportation and in keeping projects eligible for federal funding. Committee members were invited to provide stakeholder input and attend the April public meetings.
