Commission selects architect for new North River Elementary amid broader school construction debate

Hamilton County commissioners voted Feb. 5 to approve Franklin Associates Architects Inc. to design the new North River Elementary School (Resolution 2-25-7). The motion passed by roll call after a round of remarks from commissioners about school infrastructure needs across the county.

The approval came as commissioners debated the broader pace of school construction and the county’s capital program. Commissioner Mackey and others said many school buildings remain in poor condition and urged sustained new construction, arguing that larger, modern schools can be more efficient to operate. “Our students… are going to school in raggedy buildings,” Commissioner Mackey said.

Commissioners also referenced a planned bond package and county capital spending. Commissioner Helton and Commissioner Graham noted that a recent bond authorization (figures discussed by commissioners during the meeting ranged in comments from roughly $200 million to $260 million, as described by speakers) is intended to address a backlog of maintenance and replacement needs, and several speakers said project planning and budgets are underway. Commissioners asked staff to incorporate construction sequencing and long-term planning into the county budget process so the system can sustain multiple projects without exhausting bond capacity.

The Franklin Associates selection was moved and seconded on the floor and approved by roll call; staff will proceed to finalize design contracts and next steps for the North River Elementary project. Commissioners asked for continued updates as design and bond-funded projects advance.

The school-design vote was the subject of extended commissioner discussion but no formal amendments to the resolution were proposed at the meeting.
