Supervisors approve $9,339.96 lien after county summary abatement at Lucerne home

After code enforcement said a Lucerne property contained human waste, inoperable vehicles and hazardous conditions, supervisors approved recording a lien to recover removal and administrative costs.
Lake County supervisors on Feb. 4 approved staff's request to record a $9,339.96 lien against 6439 15th Avenue in Lucerne following an emergency summary abatement, county staff said.
Code enforcement managers told the board the property contained large amounts of rubbish, medical pads with human waste and conditions that created an immediate health risk to neighboring properties. Staff obtained an inspection warrant, determined interior inspection was unsafe because of severe clutter and proceeded with a targeted summary abatement for the immediate public-health risks.
Contractor charges for debris removal were listed at $7,900 and administrative costs at $1,439.96, the department reported. The property owner spoke at the hearing and said she disputed the scope of items removed and sought to recover personal property she said had been discarded; staff said the removal applied to items that created a health risk and that officer notes and post-abatement photos documented the conditions.
Supervisors voted 5-0 to approve the lien recordation; staff will submit the recorded lien to the county auditor for assessment-roll entry. County code enforcement said it will continue monitoring the property and pursue administrative-citation processes if needed.
