Senate unanimously approves resolution to continue interim natural-resources committee

BOISE, Idaho — The Idaho Senate on Feb. 6 adopted House Concurrent Resolution 3, authorizing the Legislative Council to continue an interim committee to study natural-resources issues. The measure passed on a roll-call vote with all 35 senators recorded in favor.
Senator Burton Shaw, sponsor of the resolution, said the interim committee will study the state's water resources and related topics that were examined last year, including wildfire, mining, grizzly and wolf policy and quagga mussel prevention. "This committee last year ... we studied not only water issues, but fire, mining, grizzlies, wolf, and quagga mussel," Shaw said, adding the work had been beneficial to the state.
The resolution was brought to immediate consideration by unanimous consent. After dispensed reading and a motion to adopt the resolution, the Senate closed debate and conducted a roll-call because the resolution contemplates spending money. The secretary polled members and the tally showed all 35 senators voting aye.
House Concurrent Resolution 3 now returns to the House of Representatives following the Senate's approval.
The resolution directs the Legislative Council to maintain the interim study structure; it does not itself appropriate specific funds in statute. The resolution text, as read into the record, lists subjects for the committee's study but does not specify a final reporting date or a mandatory set of policy proposals.
