House passes bill to prioritize in-state colleges for certain state contracts

The Idaho House on Feb. 6 passed House Bill 34, a bill sponsors described as correcting an unintended consequence of earlier legislation that had made it easier for out-of-state universities to perform contract work for state agencies than Idaho institutions.
The sponsor said the original amendment to state contracting rules was intended to spread projects among Idaho’s public institutions — including Boise State University, Idaho State University, University of Idaho and Lewis–Clark State College — but that it had unintentionally lowered procurement friction for out-of-state universities. HB34 restores procedures that make competing in-state institutions more readily considered for agency work and preserves reporting requirements, the sponsor said.
Supporters argued the change would increase transparency and competitiveness among Idaho institutions seeking state work. No floor amendments were recorded; the House recorded 69 ayes and 1 absent and excused and the presiding officer announced House Bill 34 had passed and would be transmitted to the Senate.
