Council adopts resolution to apply for $456,596 in PLHA funds to run owner-occupied rehab program

The Lemoore City Council voted 5–0 on Feb. 4 to adopt Resolution 2025-06 authorizing the city to submit an application and, if awarded, execute a standard agreement for Permanent Local Housing Allocation (PLHA) funds from the California Department of Housing and Community Development (HCD).
Craig Chiu of Self Help Enterprises explained the staff recommendation and program design during a public hearing. He said the city can apply for three years’ worth of PLHA funding totaling $456,596; the proposed use is an owner-occupied housing-rehabilitation program that would provide five-year forgivable loans to eligible homeowners at or below 80% of area median income. Eligible work would include roof replacement/repair, HVAC, plumbing and electrical repairs, accessibility improvements (ramps, grab bars) and other urgent health-and-safety repairs.
Chiu said the application and award timing hinge on the city’s housing element being found in compliance by HCD; the joint housing element submitted with Kings County and other cities must be compliant by June 30 for the calendar-year 2021 funds to remain eligible. He said 5% of each year’s allocation is reserved for administration; Self Help Enterprises would administer the program if the city accepts funds.
The council discussed whether the funds are separate from any CDBG programs (Valdez and Chiu said they are distinct and PLHA funds are not currently redundant with local CDBG availability) and asked about timing. Chiu said HCD would likely issue a standard agreement midyear after award, and program activity would commence following execution. Public commenter Michael Reed asked about timeframes; Chiu said funds would likely be available midyear after award and that the standard agreement for PLHA is typically longer than three years to accommodate spending.
Motion to adopt Resolution 2025-06 was made by Council member Brewster and seconded by Council member Lyons; the vote was unanimous (5–0).
