The Malibu Planning Commission on Feb. 3 approved a conditional use permit amendment allowing Torano Bistro, at 22235 Pacific Coast Highway, to upgrade its California Department of Alcoholic Beverage Control license from Type 41 (beer and wine) to Type 47 (beer, wine and distilled spirits) for on-site consumption.
Planning staff summarized the application: the tenant occupies 1,064 square feet on the first floor of a two-story commercial building, with a total permitted service area of 642 square feet and seating for 30; the amendment does not increase hours of operation or seating. The restaurant’s parking exceeds code minimums by two spaces (18 provided vs. 16 required), and staff reported no public comments had been submitted prior to the hearing.
Commissioners noted the importance of supporting local businesses during a difficult economic and post-fire recovery period while balancing the need for public safety and corridor compatibility. A caller in the Zoom meeting and several commissioners voiced support for the restaurant; one caller said the proprietor ‘‘makes unbelievable food’’ and described the owner as a long-time community member.
After brief discussion the commissioners voted unanimously to adopt the staff resolution and approve the CUP amendment. No changes to hours, seating capacity or exterior operations were imposed by the commission.
