City staff (Jackie) provided the requested slide showing Community Development Block Grant (CDBG) amounts from 2020 through 2024 and answered council questions about program outreach and how residents may apply. Vice Mayor Teresa Pontieri and other council members said they wanted a single redline document to review proposed edits; council discussed removing “gender identity” from a particular definitional line and agreed that a targeted edit to the definition should be made as part of the ordinance process.
During public comment, Palm Coast resident Sylvia Pugliese urged staff to do broader outreach so residents in need know how to apply for subsidized housing funds; staff confirmed there is a city web page with an online application and that the city coordinates with the county SHIP and federal CDBG programs. Council members asked for continued transparency about how CDBG and SHIP funds are used.
Council approved the measure and asked staff to provide the redline language and to include clearer follow‑up details on outreach and funding availability in future briefings.
