Council previews Valley West PRD name change and two ordinances to be considered Feb. 11

MONROEVILLE, Pa. — The Municipality of Monroeville used its Feb. 4 Citizens Night meeting to preview three items scheduled for council consideration at the Feb. 11 regular meeting: a resolution renaming a planned residential development, an amendment to employee benefits for certain municipal employees, and an ordinance setting the tax collector’s salary for the next term.
Resolution: Valley West PRD name change The council noted a resolution adopting the Valley West Planned Residential Development (PRD) sewage planning module. Council members said the PRD was previously called Old Stone Village and that the proposal before council is a name change rather than a substantive plan-change. Council indicated that the numbers in the planning module remain the same; only the project name will change.
Ordinance: Employee benefits (Ordinance No. 27-86) An ordinance amending Ordinance No. 27-86, which covers benefits for Monroeville nonunion exempt and nonexempt employees, appears in the Feb. 11 packet. Councilmember Mr. Graziani said changes align the ordinance with provisions in a recently approved Public Works contract and that changes in the packet are indicated in red.
Ordinance: Tax collector compensation (Ordinance No. 27-37) Council previewed an ordinance amending Ordinance No. 27-37 to fix the compensation for the elected tax collector at $35,000 annually for the terms beginning in 2026, 2027, 2028 and 2029. The manager noted state statute requires the salary for an elected tax collector be fixed before the circulation of nominating petitions; staff said nominating-petition circulation occurs later in February.
Why it matters: The tax-collector salary ordinance affects an elected municipal office and must be set before nominating petitions circulate; the employee-benefits ordinance and PRD name change are administrative matters that may have operational or planning implications but were presented as routine items at this Citizens Night meeting.
Procedure and timing: The Feb. 4 meeting was an agenda-setting session; council did not vote on these items Feb. 4. All three items are scheduled for consideration at the regular Feb. 11 council meeting, where council may adopt, amend or table them.
Ending: Council members asked whether changes were shown in the packet and were directed to review the redlined documents before Feb. 11.
