Board awards cemetery columbarium contract to Fowler & Hammer at $326,166.27

The Onalaska Board of Public Works and Utilities voted to award the 2025 cemetery columbarium construction contract to Fowler & Hammer for $326,166.27, including the bid alternate to pave an internal east–west street inside the cemetery.
City staff presented the bid tabulation and recommended the low apparent bidder, Fowler & Hammer, with the bid alternate 1. "We did open the low apparent bid of Fowler and Hammer, and we are recommending awarding that with the bid alternate for a total of $326,166.27," said staff member Jared Holter.
The project had $390,000 budgeted. Holter told the board the city expects roughly $40,000 in additional costs for grading, irrigation, paving the remainder of Hickory Street and construction staking, leaving about $25,000 as a contingency. "That would leave us a $25,000 contingency for the project, and staff feels comfortable with those numbers," Holter said.
Board members did not record any opposition during the voice vote and the motion carried. Mayor Smith made the motion to approve the bid award and Alder Sabrina Steger seconded.
The bid alternate 1 covers paving the east–west lane inside the cemetery that is currently grass, described in staff comments as the next southernmost street where graves are sold. No contractor start or completion dates were specified at the meeting.
The board moved on after the vote to the next agenda item.
