Council adopts emergency resolution to create TIF overlay for Christo Townhomes incentive district

Assistant Law Director Bridal Conn (recorded in the meeting as presenting the legislation) explained that the resolution includes statutory notices to the Middletown City School District and Butler Tech Career Center as required under the Ohio Revised Code. The legislation was presented as an emergency measure; council was advised that, because only four of seven council members were present, adoption as an emergency required all four affirmative votes.
Why it matters: Creating a TIF overlay and economic development plan is a prerequisite step to capture incremental property-tax revenue for financing infrastructure or incentives associated with the Christo Townhomes development. Staff said the emergency designation was requested so the TIF ordinance could take effect before the development agreement’s due-diligence period expired.
Vote and next steps: Council moved, seconded and approved the emergency resolution by roll-call vote with affirmative votes from Mayor Elizabeth Slamka, Council Members Lolli, Carter and West. The public hearing on the TIF overlay was scheduled for the next regular council meeting on Feb. 18. Staff noted the residential properties shown in the TIF map’s box would not be affected.
